SITE VISIT TO THE UNIVERSITY OF ILLIN0IS TO VERIFY LOPRA  !

DECOMMISSIONING

On April 7,1997, Thomas Burdick and myself conducted a site visit to'the -

University of Illinois to verify the completion of decommissioning of the Low Power Reactor Assembly (LOPRA). The decommissioning plan for the LOPRA was

approved by Amendment No. 6 to Facility Operating License No. R-117 dated January 21, 1997. By letter dated April 15, 1997, the licensee informed NRC that decommissioning had been completed in accordance with Amendment No. 6 to the license.

The LOPRA has been completely disassembled and retroyed from the bulk shielding tank. The licensee transferred all byproduct and special nuclear material on the LOPRA license to the Advanced TRIGA Research Reactor (TRIGA) license (Facility Operating License No. R-115, Docket No. 50-151). Amendment No. 9 to 4

the TRIGA license dated August 8, 1996, changed the license possession limits to allow possession of the LOPRA components and fuel. The licensee then transferred a number of components containing only byproduct material to the campus materials license (license IL-01271-01) and placed them into storage on campus. The licensee is retaining these components and fuel to maintain the capability to construct and operate a subcritical assembly in the bulk shielding tank in accord with the existing TRIGA license. The LOPRA fuel is in storage in the fuel storage pits which are designed to meet the TRIGA technical specifications requirements for fuel storage.

The licensee did not detect the release of effluents due to the LOPRA decommissioning. Exposure to the reactor staff frora decommissioning \ h activities was not measurable. A small amount of solid waste (such as gloves .

The licensee has retained LOPRA decomissioning records and radiation survey results in case they are needed to support TRIGA decomissioning in the 4 future.

Our conclusion from the site visit is that the LOPRA has been decomissioned as described in the licensee's decomissioning plan as approved by Amendment No. 6 to the LOPRA license.
