Dear Dr. Paperiello:
The purpose of this letter is to provide a preliminary response to the NRC's request (TAC. No.
i 1.32003) for additional information on the Certincate Amendment Request (CAR) dealing with the Autoclave Manual Isolation System (AMIS). This additional information request was provided to USEC I
in Reference 1 and identines additional information required by NRC to allow final action to be taken on our request.

Reference 1 identifies two concems associated with the subject certificate amendment request. The first concem addresses the apparent misidentification of a valve designator in the TSR Required Actions fj " I and TSR Basis Statement. The second concem involves the proposed TSR Required Action should both of the actuation devices located within the feed facility be inoperable. As currently written, the proposed TSR would allow both actuation devices to remain in an inoperable state indefinitely, provide that compensatory measures are in place which establish continuous radio contact with the Area Control Room. Reference 1 requested that additional information to address these concems be provided by May 16,1997.

USEC agrees with NRC's observation on the misidentification of the valve designation and the need for a revision to the proposed TSR to resolve this issue. The TSR will be revised to reflect the correct valve identification number (CV-511). In addition, USEC is currently evaluating the above noted concem related to the inoperability of both actuation devices and intends to fully respond to this concem.
However, due to the work load associated with other certificate amendment requests which are currently in process, USEC is unable to respond fully to this request for additional information by May 16,1997.
Therefore, USEC will provide a response to the request for additional information (Reference 1), which will address both the concern associated with the valve misidentification and the concern associated with the inoperability of both feed facility actuation devices by June 16,1997.
