Revision to Inservice Testing Proaram for Pumps and Valves _
Revision 2 to the Fermi 2 Inservice Testing (IST)
Program for Pumps and Valves was provided in Reference 2.
In the course of implementing the IST program, Detroit Edison has determined that it is inappropriate to perform stroke time testing on valve E11-F010 (LPCI system cross-tie valve) shown in the Reference 2 submittal.
Under 10CFR 50.55a (g), this valve is exempt from stroke time testing requirements.
Therefore, Detroit Edison is deleting the stroke time testing requirement for valve E11-F010 from the Formi-2 IST Program.
I Currently, valve E11-F010 is normally key-locked open.
This valve is required to be open to allow either division of Ri!R to inject into the selected LPCI loop in l
a Loss of Coolant Accident.
This valve is not required to close upon receipt of a LPCI initiation signal.
Therefore, this valve is considered passive under Section XI of the ASME Code and can be deleted f rom the
[
IST program.
i Stroke time testing requires deliberately closing this valve during operation.
This puts the plant into the Limiting Condition for Operation of Technical i
Specification 3/4.5.1, Action Statement b.2.

A plant shutdown is required to fix the valve.
Thus testing would expose the plant to unnecessary risk of forced shutdown.
Based on the foregoing, Detroit Edison is removing this valve from the IST Program in regard to stroke time testing only.
