Within the past month, the NRC has received several allegations from Sequoyah workers reflecting a common theme. These concerns, as reported to NRC, involved

- acts of harassment and intimidation alleged to have been committed by a certain few members of supervision and site management.

These acts allegedly occurred when some employees tried to bring their concerns to the attention of their supervision or management and were given a "no-nevermind" response. Upon receiving this alleged response, the employees turned to NRC for possible resolution of their concerns. Either upon learning of their employees' interface with NRC or the possibility that these personnel might have this intent in mind, a few of your site supervision and management members allegedly informed their employees that they should not go to NRC with concerns. Furthermore, these same employees were allegedly informed that should they come to NRC it would be detrimental to their careers.

Investigations into these types of sensitive issues require a great deal of time.

In the meantime, the existence of such possibilities for harassment and intimida-tion by members of site supervision or management is a serious concern.

As discussed during the January 6, 1986, telephnne conversation between Mr. John 01shinski and Mr. C. C. Mason, we believe these allegations, while not yet investigated nor substantiated, warrant your prompt notice to Sequoyah supervisors and managers regarding the seriousness with which such allegations would be viewed. This is necessary regardless of whether the allegations are true or not since, at the very least, you have employees who perceive they are being improperly harassed.

I realize that we both share the same professional interests in the matter of your employees being able to communicate openly and freely with NRC, without fear of retribution; therefore, I am sure that you also understand the lif P 1 s O gg o /
