ATOMIC INDUSTRIAL FORUM LETTER TO YOU OF FEBRUARY 4, 1986 CONCERNING GLENN REED'S PROPOSED PRIMARY BLOWDOWN CONCEPTS FOR PWRS I do not choose at this time to provide detailed remarks on the AIF letter and attached detailed comments because obviously the AIF review has so misunderstood what the Reed-Flack paper presented that my effort would not be beneficial.

The Reed-Flack paper clearly states that the blowdown concepts are " backup" or reserve parachute concepts which are put into service to remove decay heat when the SG inventory is nearly.dep,leted and the auxiliary boiler feed system is in serious trouble. This weans primary blowdown would come to' the rescue some 15 to 30 minutes after trip; whereas, the AIF review is based on " decay heat immediately after reactor trip" (see top of Page 5 of the AIF attachment). In my opinion, this wrong focused evaluation by AIF may mean as much as a factor of 10 error in much of their evaluation. The

. AIF projected flash tank size and other component sizing is substantially

- different from the rough approximations which Dr. Flack and I came up with.

I would guess the AIF's $500,000,000 figure to be a factor of 5 to 10 too high. However, as stated in your letter to me of February 28, 1986, the USI A-45 project should clarify matters.
