Shoreham Nuclear Power Station Generic Letter 83-28 dated July 8,1983, described certain intermediate term actions to be taken by licensees and applicants to address the generic issues i

raised by the two ATWS events that occurred at Unit 1 of Salem Nuclear Power Plant. This letter is in response to your letters of March 9,1984 (SNRC-1013) and December 6,1985 (SNRC-1217) concerning items 3.1.3 and 3.2.3 of the Generic F

i Letter. The requirements for these two items are identical except that item 3.1.3 applies these requirements to the Reactor Trip System components and item 3.2.3 applies them to all other safety-related components. Because of this similarity, the responses to both items have been evaluated together.

Items 3.1.3 and 3.2.3 of Generic Letter 83-28 require licensees and applicants to' identify, if applicable, any post-maintenance test requirements in existing

. Technical Specifications (T.S.) which can be demonstrated to degrade rather than enhance safety. Appropriate changes to these test requirements, with supporting justification, should be submitted for staff approval. When this requirement was written, the Shoreham plant was not licensed, and the final Technical Speci-fications were being reviewed by the staff and applicant.

In your letter of March 9. 1984. you stated that the concerns of items 3.1.3 and 3.2.3 would he considered during the ongoing T.S. review. Your December 6, 1985, letter con-firmed that the initial review and approval of the T.S. had been completed and that no cases had been found where post-maintenance test requirements degraded rather than enhanced safety. "ou further committed to continue your surveillance of these concerns.

We have reviewed your submittals and find that they meet the requirements of items 3.1.3 and 3.2.3 of the generic letter. We therefore consider these issues to be resolved for Shoreham.
