INTEGRATED MATERIALS PERFORMANCE EVALUATION PROGRAM (IMPEP) REVIEW OF ILLINOIS RADIATION CONTROL PROGRAM .
l This memorandum transmits to the Management Review Board (MRB) a proposed final ,
report (Attachment 1) documenting the IMPEP review of the Illinois Radiation Control I Program. The review of the Illinois program was conducted by an interoffice team during the period March 24 28,1997. The team issued a draft report to Illinois on April 15, 1997, for factual comment. Illinois sent factual comments by letter dated June 2,1997, j from Mr. Thomas W. Ortciger, Director, Illinois Department of Nuclear Safety (IDNS), ;
(Attachment to proposed final report). Attachment 2, Response to IDNS Comments to the Draft Report, documents the IMPEP team responses and revisions as a result of IDNS l
comments.
l The review team found lilinois' performance with respect to each of the common performance indicators to be satisfactory. The non-common indicators, Sealed Source and ;
Device Evaluation Program, Low-Level Radioactive Waste Disposal Program, and the l Uranium Recovery Program were also found to be satisfactory. Based on the existing NRC \
l compatibility policy and the IMPEP evaluation criteria, the review team found the State's {
j performance with respect to the indicator, Legislation and Regulations to be unsatisfactory. '<
l Accordingly, the team recommends that the Management Review Board find the Illinois i
program to be adequate to protect public health and safety and not compatible with NRC's program, g
