Dear Mr. Bauer:

Re: Peach Bettom Atomic Power Station, Units 2 and 3 10 CFR 50.55a(g) requires that applicable ASME Code components of a boiling water-cooled nuclear power facility meet the requirements set forth in Section XI, Rules for Inservice Inspection of Nuclear Power Plant Components, of the ASME Boiler and Pressure Vessel Code. Each facility is required to have an inspection program plan which is updated every 10 years to meet the requirements of the latest approved applicable edition and addenda of Section XI. ,

By letters dated June 28, 1984, December 21, 1984, January 31, 1985, February 1, 1985 and March 6, 1985, the Philadelphia Electric Company (PEco) submitted to the NRC the Inservice Inspection (ISI) Plan and additional information for the second 10-year interval (July 6, 1984 to July 6, 1994 for Unit 2 and December 13, 1984 to December 13, 1994 for Unit

3) for Peach Bottom Atomic Power Station, Units 2 and 3. The above cited submittals also requested relief for Peach Bottom Atomic Power Station, Units 2 and 3, from certain of the Section XI Code requirements.

As indicated in the enclosed Safety Evaluation (SE) and the supporting Technical Evaluation Report (TER) prepared by our contractor, Science Applications International Corporation (SAIC), we have concluded that relief should be granted from the examination requirements which we have determined to be impractical to perform and, by granting relief, would not compromise the safety of the facility. The enclosed SE and TER provide the details of our review, and Attachment 1 to the SE provides a summary tabulation of our conclusions concerning each request.

We have determined pursuant to 10 CFR Part 50.55a(g)(6)(i), that the items

common defense and security and is otherwise in the public interest. In making this determination, we have given due consideration to the burden that could result if these requirements were imposed on your facility.

Accardingly, relief from certain requirements of Section XI of the ASME Code-is hereby granted, as described in the enclosed Safety Evaluation.

In addition, we are in the process of reviewing your proposed Amendment request concerning the inservice inspection requirements of 10 CFR Section 50.55a. From our review, we find that the proposed Section 4.6.1 (Structural Inte 10 CFR 50.55a(g)grity) does notwe (6)(1). Therefore, specificallywish to further conform to thethis discuss requirements issue of with your staff as soon as possible.
