Haddam Neck Plant The Commission has issued the enclosed Amendment No. 73 to Facility
- Operating License No. DPR-61 for the Haddam Neck Plant. This amendment is in response to your application dated January 30, 1986.
This amendment modifies the Haddam Neck Plant technical specifications by 1) reducing the allowable leakage rate of reactor coolant outside containment from six (6) liters /hr. to three (3) liters /hr;
- 2) identifying additional potential sources of reactor coolant leakage outside containment, such as normal makeup, seal injection, and loop fill lines; and 3) changing the valve tag number designations for two check valves in the emergency core cooling system.

Hearing related to the requested action was published in the Federal Register on March 12, 1986 (51 FR 8589). No comments or requests for hearing were received.
A copy of our related Safety Evaluation is enclosed. The Notice of Issuance of Amendment will be included in the Commission's biweekly Federal Register notices.
