SUMMARY

DOCKET NOS. 50-250 AND 50-251 A meeting was conducted at the NRC's request in the Region 11 Office on March 21, 1986. This letter transmits the Meeting Summary as recorded by our personnel.

The agenda items of this meeting addressed the Turkey Point requalification examination results and proposed corrective measures, the component cooling water system flow test results, the intake cooling water system flow concerns, the emergency diesel generator loading issue, and the overheating of nuts and studs.

The details of the subjects discussed are provided in Enclosure 1. A list of attendees at the meeting is provided in Enclosure 2.

It is our opinion that this meeting was very beneficial and provided for a better mutual understanding of these important issues.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2 Title 10, Code of Federal Regulations, a copy of this letter and its enclosures will be placed in the NRC's Public Document Room.

. Docket Nos: 50-250 and 50-251 On March 21, 1986, reoresentatives of the Florida Power and Light Company (FPL) met with members of the NRC Region II staff in Atlanta, Georgia to discuss a number of significant issues pending resolution prior to the restart of Turkey Point Units 3 and 4. These issues are summarized as follows:

1. Requalification Examination Results and Corrective Measures The FPL representatives indicated that they had not had sufficient time to fully analyze the examination results, but that they were evaluating short-comings in their.requalification program, the examination and the individual examinees in an effort to explain the poor performance ca the NRC examination.

In conjunction with this analysis, FPL is developing a program to provide additional licensed operator requalification training in preparation for further NRC examinations. The failure analysis, the upgrade program, and the reexamination schedule will be addrecsed in future discussions and, if necessary, meetings with the NRC.

FPL presented a proposed staffing plan utilizing only licensed operators who had passed either the NRC requalification or replacement examinations administered during the period of February 3-11, 1986. The operating shift experience level would be supplemented by adding operaters who had not yet taken NRC requalification examinations; these extra operators would not fill licensed positions required by the Technical Specifications. FPL agreed to develop written guidance and conduct operator training regarding the responsibilities and authorities of these extra operators.

2. Component Cooling Water (CCW) System Flows FPL presented the results of the recently completed CCW flow balance and testing, although they had not yet been reviewed and approved by the Plant Nuclear Safety Committee (PNSC). The PNSC will approve the results prior to leaving cold shutdown, and the results will be submitted to and approved by NRC Region II prior to resuming Mode 1 operation.
3. Intake Cooling Water System Flows FPL presented a sunmary of the system analysis which had been performed to justify continued operation. The NRC expressed concerns over pump runout

Enclosure 1 2 APR11 en-under certain system alignments and the system's ability to withstand single failures. FPL agreed to address these concerns.

4. Emergency Diesel Generator (EDG) Loading FPL explained the reason for the renewed concerns regarding the potential for EDG overloading. It was discovered that the guidelines for emergency core cooling system operation in the new Emergency Operating Procedures (EOPs) were rat in agreement with the guidelines in the Final Safety Analysis Report. FPL stated that they would resolve the issue and complete an unreviewed safety question evaluation prior to leaving cold shutdown.
5. Overheating of Nuts and Studs FPL described the methodology used to identify, examine, test, and repair those valves whose studs and nuts were "at risk" of having been subjected to spot overheating during maintenance. Maintenance practices will either be modified to limit the heating of nuts to 800 F or to eliminate the practice altogether. A final report on the issue and an unreviewed safety question evaluation will be completed prior to startup.

In closing, the NRC expressed a concern to FPL regarding their submittal of March 19, 1986, concerning the ongoing Select System Review at Turkey Point. FPL had agreed, during a meeting in Region II on February 26,1986 (ref. Inspection Report 50-250,251/86-16), to consider the NRC's request to add the chemical and volume control and reactor protection systems (CVCS and RPS) to the Select System Review Program. In the March 19 submittal, FPL committed to add RPS to the

Progrem but emitted CVCS because it was not considered necessary to support an essential system. The NRC did not agree with this evaluation and informed FPL that further discussions will be necessary to resolve the issue.
