Nonh Atlantic Energy Service Corporation (North' Atlantic) hereby notifies the Nuclear Regulatory Commission (NRC) ofimplementation of Amendment No. 50 to the Seabrook Station Operating License NPF 86, pursuant to the implementation condition specified in Appendix C, Additional Conditions, of the Operating License.

The NRC issued Amendment No. 50 on March 12,1997', authorizing North Atlantic to relocate certain technical specification requirements to licensee-controlled documents, as described in North Atlantic's apphcation dated October 17, 1996', The NRC amended the Seabrook Station Operating License in Amendment No. 50 to include a new Appendix C which provides a listino of additional license conditions beginning with the license condition contained in Amendment No. $0. Appendix C requires that Amendment No. 50 shall be implemented within 60 days from March 12,1997. Implementation of Amendment No. 50 was completed within the 60 day period, with full implementation being achieved on May 9,1997.

l North Atlantic also offers clarification to the NRC Safety Evaluation Report (SER) for Amendment No.  :

50. The SER for Amendment No. 50 stated that the Seabrook Station Technical Requirements Manual l (SSTR) is incorporated into the FSAR. The technical requirements are not incorporated in the Seabrook Station Updated Final Safety Analysis Report (UFSAR) as they once were. The technical requirements were removed from the UFSAR in Revision 43 to eliminate the duplication with the SSTR and the l inconsistencies between the documents that are created due to the different revision schedules. to the SSTR are evaluated pursuant to 10 CFR 50.59 and are reviewed by the Station Operation Review  !

Committee and the Nuclear Safety Audit Review Committee. The SSTR is described in the Seabrook ,

Station UFSAR, ' Chapter 16.3, as the implementing manual for the Technical Specifications Improvement Program referenced in Section 6.7 of the Technical Specifications.
