" Relocation of Selected Technical Specifications to Licensee Controlled Documents -

Incore Detector System, Seismic Instrumentation, 1 Meteorological Instrumentation and Turbine Overspeed Protection"(TAC M96723.)

North Atlantic Energy Service Corporation (North Atlantic) has enclosed herein License Amendment Request (LAR) 96-02. LAR 96-02 is submitted pursuant to the requirements of 10CFR50.90 and 10CFR50.4.

LAR 96-02 proposes changes to the Seabrook Station Tecimical Specifications as authorized by NRC Generic Letter 95-10 and the NRC " Final Policy Statement on Technical Specincations improvements for Nuclear Power Reactors". The proposed changes involve the relocation of four technical specifications related to instrumentation requirements contained in Technical Specification Section 3/4.3,

" Instrumentation". The proposed changes will result in the relocation of the selected requirements to the Seabrook Station Technical Requirements Manual (SSTR). The SSTR is referenced in the Seabrook Station Updated Final Safety Analysis Report and is the implementing manual for the Technical Specifications improvement Program referenced in Section 6.7 of the Technical Specifications.

LAR 96-02 has been reviewed and approved by the Station Operation Review Committee and the Nuclear Safety Audit Review Committee.

As discussed in the enclosed LAR Section IV, the proposed changes do not involve a significant hazard consideration pursuant to 10CFR50.92. A copy of this letter and the enclosed LAR have been forwarded to the New ilampshire State Liaison Officer pursuant to 10CFR50.91(b).

North Atlantic requests NRC review of LAR 96-02 and issuance of a license amendment by February 28, 1997 (see Section V enclosed). North Atlantic has determined that LAR 96-02 meets the criteria of 10CFR51.22(c)(9) for a categorical exclusion from the requirements for an Environmental Impact Statement (see Section VI enclosed).
