QUALITY ASSURANCE PROGRAM FOR ENCAPSULATED AND SPECIAL FORM RADI0 ACTIVE MATERIAL PURPOSE This Quality Assurance Program is established to provide procedures for activities relating to the storage, packaging and transport of encapsulated and special form radioactive materials and to provide for controls, audits and documentation of these activities.

It is the intended purpose of these procedures to insure tht.t the packaging, labeling and transport of these radioactive materials occurs in full compliance with the applicable provisions of Title 10, Code of Federal Regulations, Part 71 and Title 49, Code of Federal Regulations, Parts 170 through 179 as well as Parts 391 and 393. A further objective is to insure that these radioactive materials are stored, packaged, delivered for transport and transported with the maximum degree of safety and the minimum radiation exposure to all persons involved in these operations and at or within the immediate vicinity of areas where radioactive materials are stored, packaged and/or transported.

SCOPE These procedures establish standards and provide controls for all employees of the Gulf Research & Development Company as well as contractors and vendors engaged to provide services relating to the storage, packaging, labeling and transport of encapsulated and special form radioactive materials.

Design and fabrication shall not be conducted under this QA program.

ADMINISTRATIVE CONTROLS The Gulf Research & Development Company has established a radiation safety program and appointed a Radionuclide Comittee composed of a Radiological Safety Officer and other individuals with training and experience in the safe use and handling of radioactive materials. The Radionuclide Comittee, which reports to the President of the Company, is responsible for administering the Company radiation safety program.

The Radiological Safety Officer is responsible for administering the day-to-day operations of this Quality Assurance Program. This includes the direct supervision of persons involved in handling, storing, packaging, shipping, inspection and record-keeping operations involved in the transport of encapsulated and special form radioactive materials.

The Radiological Safety Officer shall aiso provide expert technical advice, as well as training and certification, document control, and auditing services.

ORGANIZATION The Radionuclide Comittee of the Gulf Research & Development Company was established to administer the Company radiation protection program. The Comittee is responsible for establishing and implementing Company policy relating to the procurement, receipt, use, storage, packaging, shipment of radioactive materials for disposal, as well as the control of accessory items and activities related thereto.

The members of the Radionuclide Committee are appointed by the President of the Company. The Chairman of the Committee reports to the President of the Company.

Thi Radiological Safety Officer, also a member of the Committee, reports to the Radionuclide Committee. The Radiological Safety Officer must be a qualified expert, trained and experienced in the safe handling of radioactive materials.

He is responsible for the daily executation of the Quality Assurance Program and is available for advice and assistance on matters of radiological safety. He is responsible for monitoring the status and effectiveness of the Quality Assurance Program and for assuring that QA activities are carried out in accordance with written operating procedures.

The control of all documents relating to quality assurance is maintained by the secretary to the Radionuclide Committee. This individual must have unique experience and is provided with special te:hnical training regarding QA documents procedures and regulations.

QUALITY ASSURANCE PROGRAM The Radionuclide Comittee shall review and approve in advance of procurement all proposals for use of radioactive materials submitted by the Manager of the sponsoring department.

The Committee shall be responsible to assure that each worker selected to handle radioactive sources and related equipment has sufficient qualifications to perform this work.

The Radiological Safety Officer shall be responsible for the instruc-tion of personnel regarding safe working practices and proper procedures. He shall conduct formal training programs for new personnel involved in QA activities and provide refresher training for existing workers on an annual basis.

The Radiological Safety Officer shall be responsible for assuring that all shields, containers, and storage facilities are maintained in satisfactory i

condition.

QA program revisions will be made according to written procedures with Management approval. The Radionuclide Committee must approve all changes in the QA program.

The Radiological Safety Officer shall assure that all radioactive material shipping packages are designed and manufactured under a QA program approved by the Nuclear Regulatory Commission for all packages designed or fabricated after January 1,1979. This requirement will be satisfied by receiving a certification to this effect from the manufacturer.

Any shipment of radioactive material which involves a shipping container for which a Type B Certificate of Compliance, pursuant to 49 CFR Parts 173 and 178, is required shall be carried out employing the services of a vendor to procure the shipping cask, carry out the loading procedures, and provide the transport.

In order to be approved for this purpose a vendor must meet the following requirements.

1) The vendor must possess a currently valid Quality Assurance Program approved by the U.S. Nuclear Regulatory Commission in accordance with the provisions of 10 CFR, Part 71, and the vendor must provide a copy of this QA program.

engineering drawings, and the cask operating procedures.

All vendors engaged for services involving the transport of encapsulated and.special form radioactive material must be approved by the Radiological Safety Officer.

_ provisions of the compliance certificate and the approved procedures for a specified container to be employed.

DOCUMENT CONTROL Before a specific shipping package will be used, all documents relating to the use of that package will be obtained from the vendor. Only controlled copies of documents relating to a specific shipping package are acceptable for which the supplying vendor has implemented written procedures approved by Management for making and distributing document changes.

The Radiological Safety Officer shall insure that all QA functions are conducted in accordance with the latest applicable changes to these.docu-ments.

HANDLING, STORAGE AND SHIPPING Written safety procedures concerning the handling, storage and shipping of packages of encapsulated and special form radioactive material will be followed. Shipments will not be made unless all tests, certifications, acceptances and final inspections have been completed.

Work instructions will be provided for handling, storage and shipping operations. Specific instructions for GR&DC personnel are provided in Company operating and instructions manuals. Work instructions relating to operations involving specific shipping casks will be provided in the shipping cask manual.

A controlled copy of these manuals will be maintained and updated as required by the Radiological Safety Officer.

The Radiological Safety Officer shall insure that all critical handling, storage, and shipping operations are conducted in accordance with applicable provisions of the work instructions described above.

PREPARATION FOR SHIPMENT The preparation of packaging for the shipment of encapsulated and special form radioactive material shall be carried out using established check lists to insure that all prescribed conditions have been met. These check QA Program'- March 20, 1986

lists shall include specified operations for carrying out inspections and tests to insure compliance with all NRC and D0T shipping regulations including the preparation of necessary and proper shipping papers to be completed prior to delivery to a carrier or release for shipment by an exclusive use vehicle.

Required measurements and tests shall be carried out by qualified personnel using appropriately sensitive instrumentation with suitable range and accuracy. Measurement instrumentation shall be calibrated at periodic intervals to ensure accuracy. Calibration shall be accomplished using a procedure traceable to documented certified standards.

QUALITY ASSURANCE RECORDS Records shall be maintained of all shipments of encapsulated and special form radioactive material. These records shall include the results of inspections, tests, operating logs..and audit results.

Records describing the training and qualifications of personnel shall,be separately maintained.

These records will be maintained in accordance with written pro-cedures. The records will be identified ahd' retrievable. A list of these records, with their storage locations, will be maintained by the Radiological Safety Officer.

AUDITS The Quality Assurance Program will be audited on an annual basis by the Radiological Safety Officer and another member of the Radionuclide Committee having no responsiblity in the activity being audited. Written records of the results of audits will be maintained and a report evaluating the program furnished to the Committee.
