Subject: NRC Decommissioning Inspection - North ,, Triga Reactor
This letter refers to the special inspection conducted by
Messrs. E. M. Garcia, M. Cillis, and G. Brown of this office on December 30,
1985 through January 24, 1986, of activities authorized by NRC License No.
R-90, the Order Authorizing Dismantling of Facility and Disposition of
Component Parts and the discussion of our findings held by Mr. Garcia with
Dr. Benveniste and other members of your staff at the conclusion of the
inspection.
This inspection was conducted to verify that the condition of the facility was
as described in the licensee's "Triga Reactor Facility Decommissioning Program
Final Report" submitted to the Commission on December 15, 1985. The
inspection consisted of examination of representative records, interviews with
personnel, observations by the inspectors, and the performance of direct
radiation and contamination measurements by the inspectors.
The inspectors confirmed that the nuclear fuel had been transferred to other
licensees, the facility had been decontaminated, and the unrestricted use
release criteria had been satisfied. However, at the time of the inspection,
eight sealed radioactive sources were still in your possession. On February
20, 1986 you informed us that the above mentioned sealed sources had been
transferred to other licensees. This completed disposal of all licensed
material, with the exception of possible residual activation products in the
piles of concrete debris. Agreement on the proper disposition of this
material must be obtained from the Office of Nuclear Reactor Regulation.
No violations of NRC requirements were identified within the scope of this
inspection.
In accordance with 10 CFR 2.790 (a), a copy of this letter and the enclosure
will be placed in the NRC Public Document Room.
