NRC INSPECTION REPORT 99901309/96-01
Dear Mrs. Jackson:
On November 18 through 20, 1996, the U.S. Nuclear Regulatory Commission (NRC) performed an inspection at the Lucent Technologies, Incorporated (Lucent) facility Lineage *' located at Mesquite, Texas regarding Lucent's cylindrical lead-acid, l
20.00 Round Cell batteries (round cells), that are supplied to nuclear power plant facilities for Class 1E electrical safety-related applications.
Additionally, this report provides the observations and findings of an NRC inspection conducted on January 6-9, 1997, of the manufacturer of Lucent's round cells, C&D*2 Charter Power Systems, Incorporated, Leola, Pennsylvania.
The enclosed report presents the results of those inspections.
The inspection was performed, in part, because the NRC was aware that round cell batteries lost capacity prematurely at several nuclear plants.
The team concluded that although the qualification program met applicable requirements, it would not have predicted the premature degradation of capacity experienced by some of the round cells because it did not envelope ~ actual operating conditions of nuclear power plant applicat-iyns.
The NRC inspection team determined that, although Lucent contractually accepted Part 50 of Title 10 of the Code of Federal Reaulations (10 CFR Part 50), Appendix B, quality assurance (QA) requirements from the Duke Power Company (Duke) for a nuclear power plant facility in 1990, Lucent did not establish an Appendix B QA program or establish the required procedures and processes for complying with the provisions of 10 CFR Part 21. Additionally, Lucent did not ensure that C&D's round cell charging and conditioning process conformed to all of the requirements contained in the AT&T battery specification for the round cells that were shipped to the McGuire and Oyster Creek stations.

(NON), and the circumstances surrounding them are described in the enclosed i
report.
You are requested to respond to the nonconformances and should follow the instructions specified in the enclosed NON when preparing your response.

inspections, exemptions. requests for withholding." Although Lucent did not identify the specific parts of the documents sought to be withheld and the specific reasons for the request of withholding, the Commission will not release any of the documents to its public document room (PDR).
However, the NRC staff has used and quoted portions of the AT&T/ Lucent documents to document the results of the subject inspection. The staff does.not believe that it has documented any AT&T/ Lucent information that could compromise trade secrets, confidential, privileged or financial information as discussed in 12.790(b)(4); therefore, a copy of this letter and its enclosures will be placed in the PDR and made available to the public unless you notify this office by telephone within 10 days of the date of this letter, and submit a written application in accordance with 62.790(b)(1),(i), and (ii) within 30 days of the date of this letter.
