NUMEC hereby requests authorization to deliver special nuclear material to a carrier for transport in a modified Westinghouse Shipping Container Model B8-250-2.

The modification replaces the presently licensed insert with a rectangular column insert.

We have determined that this modification will not i

affect the integrity or the radiological safety of the container.

We have also evaluated this modification for nuclear safety and determined the modification to be safe from that standpoint. A copy of that evaluation is enclosed, along with copies of NUMEC Drawing 10F578 and 10C1097 which show the modification.

We need to use this container by July 1,1972, and so would appreciate as prompt a review as possible.

Nuclear Safety of Individual Container Each BB-250-2 contains a maximum of 250 pounds of UO 3

2 in the fonn of sintered pellets, enriched to a maximum of 3.5% in the U-235 isotope. The maximum H/U atomic ratio, considering all sources of hydrogeneous material within the containment vessel shall not exceed 3.

. container is 3.5 kg of U-235 The containment vessel (6.5" x 9" x 63") is subcritical by geometry for the

~ maximum enrichment being transported (3.5% U-235) for optimum moderation and full reflection.

For these worst conditions, Battelle Northwest Laboratory used the GEM-III Monte Carlo physics code to calculate a keff = 0.93 in the demonstration of nuclear safety of the inner container of the KM-2 shipping container (7.25" x 9" x 73").

This demonstration is given in Attachment A to Reference 1.

Since the inner container for the 88-250-2 is smaller and of the same geometry (rectangular parellelpiped), the application of the BNWL calculations to this container is conservative.

Nuclear Safety of Array The ability of the BB-250-2 to exclude water from the inner container after being subjected to the hypothetical accident conditions has been demonstrated.

Thus, the array is evaluated considering interunit water moderation which nold t

the undennoderated UO2 pellets.

Reference 1 demonstrates the safety of 350 undamaged KM-2 containers in any arrangement, with optimum interunit water moderation, and fully reflectea.

140 damaged KM-2 containers under the same conditions were also demonstrated P

to be safe.

KH-2 containers has a maximum keff = 0.96, and that a 9 x 8 x 2 array of damaged KM-2 packages has a maximum keff = 0.94.

L The KM-2 container is virtually identical to the BB-250-2 container except for the size of the inner containment.

Since the inner container of the 88-250-2 is smaller, the application of the BNWL array calculations to an array of BB-250-2 containers is conservative.

Since optimum conditions were used in the array calculations the shape of the' array does not need to be evaluated. The controlling factor is the number of containers present.

Since the array of BB-250-2 container is limited to 70, which is the same number as the array of KM-2 containers, the application of the BNWL calcu-lations is conservative. Thus, the shipment of BB-250-2 containers may be assigned the same transport index of 0.7 in meeting the Fissile Class II i

standards.
