J Enclosed is a copy of the final exercise report for the Three i
Mile Island Power Station, full participation plume exposure pathway exercise of the offsite radiological emergency response plans site-specific to the Three Mile Island Power Station.
The Commonwealth of Pennsylvania, and the risk counties of Cumberland, Dauphin, Lancaster, Lebanon, and York, and the support counties of Adams, Franklin, and Schuylkill participated in this exercise.
The final exercise report was prepared by the Federal Emergency Management Agency (FEMA) Region III staff.
A copy of this report will be provided to the Commonwealth of Pennsylvania by the FEMA Region III staff.
t One Deficiency and 25 Areas Requiring Corrective Action were 3
identified during this exercise.
The Deficiency occurred during 3
the first alert and notification activation decision at 5:20 p.m.
to notify the public of an incident at the power station and to stay tuned for further information.
However, York County exceeded the 15-minute requirement for Emergency Alert System message transmission.
This delay was not_ caused by either the staff or procedures at the County Emergency Operations Center.
The message was delayed because radio station personnel at WSBA placed County officials on hold when the County attempted to perform the alert and notification sequence.
A corrective action was successfully demonstrated at 8:54 p.m. when the alert and notification system was activated to advise the public of a protective action decision.
Based on the results of the March 5, 1997, exercise, the offsite radiological emergency response plans and preparedness for the Commonwealth of Pennsylvania and the affected local jurisdictions, site-specific to the Three Mile Island Power i
