FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) FINAL REPORT OF THE MARCH 5,1997 FULL-PARTICIPATION EXERCISE AT THREE MILE ISLAND NUCLEAR STATION

Dear Mr. Langenbach:

Enclosed is a letter dated May 28,1997, from Ms. Rita A. Calvan, Regional Director for FEMA Region Ill, transmitting the final exercise report for the March 5,1997, full-participation exercise at the Three Mile Island Nuclear Station.

i One deficiency and 25 areas requiring corrective action (ARCAs) were identified during this exercise. The deficiency concerned the timeliness of the first alert and notification sequence by the York County Emergency Operations Center. This deficiency was subsequently remediated later in the exercise when York County successfully activated the alert and notification system to advise the public of a protective action decision.

We request that your staff assist the appropriate offsite officials, where possible, to resolve the identified ARCAs prior to the next full-participation exercise, if this has not already been done.
