EVALUATION OF IES UTILITIES' PROPOSED EMERGENCY ACTION LEVEL CHANGES FOR THE DUANE ARNOLD ENERGY CENTER (TAC # M93692)

Dear Mr. Liu:

By letter dated September 15, 1995, as supplemented by letters dated September 23, 1996, January 16, 1997, and March 28, 1997, IES Utilities Inc.

(the licensee) submitted proposed changes to the Duane Arnold Energy Center's emergency action levels (EALs).

The staff has completed its review of the proposed changes and their supporting documentation. As a result of that review, we conclude that the changes, as written, meet the requirements of 10 CFR 50.47(b)(4) and Appendix E to 10 CFR Part 50. The staff's Safety Evaluation is enclosed. In accordance with Appendix E to 10 CFR Part 50, the. licensee must discuss and reach agreement on these EALs with state and local _ authorities prior to implementation.
