Dear Mr. Miraglia:
In Reference 1, IES Utilities Inc. submitted a Duane Arnold Energy Center (DAEC) proposed revision to the Emergency Action Levels for NRC review and approval. This submittal incorporates the guidelines contained in NUMARC/NESP-007," Methodology for Development of Emergency Action Levels (EALs)".
In Reference 2, your Staff requested additional information regarding the DAEC's proposed revision. Additionalinformation, along with a revised version of DAEC's proposed revision to EALs was submitted (Reference 3).
On October 23,1996 a teleconference was conducted between IES Emergency Planning q
staff and the NRR staff reviewer, at which time additional clarification of the utility f y' responses was requested. These additional clarifications have been incorporated into DAEC's proposed revision as identified by " revision bars" along with a revised response document.
