This letter confirms our plans to conduct a Predecisional Enforcement Conference at
10:00 a.m. on July 3,1997, in the Region 111 Office in Lisle, Illinois. The purpose of

this meeting is to discuss apparent violations identified in NRC Inspection Report
Nos. 50-295/97002; 50-304/97002 and 50-295/97007; 50-304/97007 regarding the
reactivity control event on February 21,1997, improper removal of reactor coolant system
flow instrumentation from service on February 22,1997, and the rea'ctor vessel voiding
event on March 8,1997. The meeting will be open to public observation.
