The Senior Management Meeting (SMM) process is the integration and culmination of many inspection, assessment, and enforcement actions conducted by the NRC staff during a certain period of time. By virtue ofits visibility and high level of NRC senior managers' attention, its conclusions have subtantial impact on industry and staff resources. It should represent the best this agency can do to ensure adequate protection of public health and safety at the nuclear power plants and the efficient utilization of NRC staff resources. The SMM process is presently lacking in two key areas: 1) there is no opportunity for licensee rebuttal, and 2) there is little opportunity for Commission review of the staff's recommendations.
I approve the staff's action plan to improve the Senior Management Meeting process and offer the following comments.
In the process of establishing a threshold for Category 2 or 3 plants, the staff should be mindful that the nuclear industry as a whole is doing better today in every risk related area. Thus, the staff should strive to determine more precisely and objectively where the threshold should be for NRC actions beyond those normally required.
In selecting the performance indicators, I would urge the staff to develop leading indicators to be used with the plant specific information in the determination of recommendations for increased NRC attention. The use of performance indicators published by AEOD and the SALP results should carefully consider the periodicity and time relationship to the SM.M. In collecting data for senior managers to assess licensee performance, it is important for the staff to consider the appropriate frequencies for regional input such as the inspections reports, the plant issues matrix, plant performance review and the senior management meeting. The staff's proposal on these sampling frequencies should be provided for the Commission's consideration. In addition, the staff shauld propose, for Commission consideration, a better mechanism for licensee and Commission involvement at the end of the Senior Management Meeting process.
