j SAFETY EVALUATION RY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATING TO DENIAL OF AMENDMENT RE0 VEST ON TYPE R TESTING DAIRYLAND POWER COOPERATIVE LA CROSSE 80! LING WATER REACTOR (LACRWR1 DOCKET NO. 50-409

1.0 INTRODUCTION

By letter dated October 29, 19E2, Dairyland Power Cooperative (the licensee) filed an application, in acenrdance with 10 CFR 50.90, to amend Provisional Operating License No. DPR-45 for the LACRWR. A portion of the proposed license amendment would eliminate four Type B tests. All other items reouested in this application have been completed by previous licensing actions.

2.0 EVALUATTON In the proposed license amendment, the licensee stated that the main steam line, feedwater line, heatino steam / condensate return, and ventilation system inlet and exhaust duct flanges have not exhibited leakage durina previous Type B tests. Therefore, the licensee contends, the Type A test should be sufficient to determine their integrity. The licensee also noted that all but the ventilation flances are welded penetrations, which should not exhibit any leakage. The licensee has proposed to monitor these penetrations durina the Type A integrated leak tests in lieu of regular Type B tests.

l For those penetrations which develop leaks during the Type A tests, the licensee proposes to include them in subsequent Type R tests.

The possibility of penetration leakage increases as plant equipment ages.

Continued good performance cannot be assumed, therefore, even for those penetrations that have previously exhibited no leakage. In addition, the staff does not believe a hasis exists to chance the testino schedule of comoonents which have previously been Type B tested at intervals lasting no more than 7 years, pursuant to Appendix J III.D.2(a), to a Type A testing schedule in which three tests are done at approximately equal intervals durina each 10-year service period, pursuant to Appendix J III.D.I.(a).

3.0 CONCLUSION

Based on the considerations discussed above, the staff recommends that the proposed amendment request not be approved.
