Dear Mr. Powers:

On April 4,1997, the NRC completed an inspection at your Big Rock Point reactor facility.

l The enclosed report presents the results of that inspection.

Areas examined during the inspection are identified in the report. Within these areas, the

4 inspection consisted of a selective examination of procedures and representative records,

, interviews with personnel, and observation of activities in progress.

{ This inspection was to perform the emergency preparedness core inspection in NRC

,

inspection Procedure 82701 and review the status of previous open inspection findings.

The report's Executive Summary provides an overview of our assessment of your

performance in Emergency Preparedness, an aspect of Plant Support. At the conclusion of

the inspection, the findings were discussed with those members of your staff identified in

the report.

The overall effectiveness of your emergency preparedness facilities, equipment, training,

and organization was very good. Plant personnel had performed conservatively during
