The Nuclear Regulatory Commission (the Commission) has found that:

A.

The application for amendment by GPil Nuclear Corporation and Jersey Central Power and Light Company (the licensees) dated January 28, 1986, comolies with the standards and require-ments of the Atomic Energy Act of 1954, as amended (the Act),

and the Commission's rules and regulations set forth in 10 CFR Chanter I; 9

The facility will operate in conformity with the application, the provisions of +he Act, and the rules and reaulations of the Commission; C.

There is reasonable assurance (i) that the activities authorized by this amendment can be conducted without endanaering the health and safety of the oublic, and (ii) that such activities will be conducted in compliance with the Comission's regulations; D.

The issuance of this amendment will not be inimical to the commnn defense and security or to the health and safety of the public; and E.

The issuance of this amendment is in accordance with 10 CFR Part 51 of the Comnission's reaulations and all applicable requirements have been satisfied.

Accordingly, the license is amended by changes to the Technical Specifications as indicated in the attachment to this license amendment and Paragraph 2.C.(2) of Provisional Operatino License No. DPR-16 is hereby amended to read as follows:

(21 Technical Specifications The Technical Specifications contained in Appendices A and B, as revised through Amendment No.101, are hereby incorporated in the license. GPU Nuclear Corporation shall operate the facility in accordance w'ith the Technical Specifications.

3.

This license amendment is effective as of the date of its issuance.

ATTACHMENT TO LICENSE AMENDMENT NO.100 PROVISIONAL OPERATING LICENSE NO. DPR-16 DOCKET NO. 50-219 Revise Appendix A Technical Specifications by removing the pages identified below and inserting the attached paces. The revised pages are identified by the captioned amendment number and contain vertical lines indicating the area of change.

At least once per 3 years by performing a flow test of the sv tem in accordance with Chapter 5, Section'11 of the Fire Protection Handbook, 14th Edition published by the National Fire Protection Association.

2.

The Fire Pump Diesel Engine shall be demonstrated operable.

a.

At least once per month by verifying the fuel storage tank contains at least 275 gallons of fuel.

b.

At least once per month by verifying that the diesel starts from ambient conditions and operates for at least 30 minutes on a circulation flow.

c.. At least once per 3 months by verifying that a fuel sample, obtained in accordance with ASTM-0270-65, from each tank is within the acceptable limits specified in Table 1 of ASTM D 975-1974 when checked for viscosity, water and sediment.

3. The Fire Pump Diesel 24 volt battery bank and associated charger shall be demonstrated operable:

a.

At least once per week by verifying that:

1.

The electrolyte level of each cell is above the plates, 2.

The pilot cell voltage is greater than or eaual to 2.0 I

volts or 12.0 volts based on the cell configuration used,8 3.

The pilot cell specific gravity, corrected to 77F, will be recorded for surveillance

review, 4.

The overall battery voltage is greater than or equal to 24 volts.

b.

At least once per 3 months by verifying that:

The voltage of each connected cell is greater than or l

equal to 2.0 volts or 12.0 volts based on the cell configuration used, 2.

The specific gravity, corrected to 77 F, of each cell will be recorded for surveillance review.

3.

The electrolyte level of each cell is above the plates.

c.

At least once per 18 months by verifyidg that:

The batteries, cell plates and battery racks show no visual indication of physical damage or abnormal deterioration, and Amendment No. 29, 68,101
