APPROVAL OF THE HOPE CREEK GENERATING STATION OUALITY ASSURANCE PROGRAM - REVISION 9 (TAC NO. M94450)

Dear Mr. Eliason:

By letter dated January 11. 1996, as su)plemented by letters dated February 26. May 22. June 27. and Decem)er 23, 1996, the Public Service Electric & Gas Company (the licensee) submitted a request for changes to the Ho)e Creek Generating Station Quality Assurance Program (0AP).

The proposed OA) change relocated certain Technical Specification (TS) administrative controls related to the quality assurance review and audit requirements of TS 6.5. " Review and Audit." to the OAP.

The TS and QAP changes were processed in accordance with the guidance t

contained in NRC Administrative Letter-(AL) 95-06. " Relocation of Technical Specification Administrative Controls Related to Quality Assurance." The NRC staff considers the OAP a logical candidate for such relocations due to the existence of NRC-approved quality assurance plans and commitments to industry quality assurance standards, and the establishment of the quality assurance program change control process in 10 CFR 50.54(a).

In relocating the TS administrative requirements to the OAP. the licensee proposed changes to certain of these administrative requirements.

The NRC has reviewed the OAP submittal in accordance with 50.54(a) and determined that the changes to the OAP are acceptable in that the OAP continues to meet the requirements of Appendix B to 10 CFR Part 50.

The suif's evaluation of the OAP changes are provided in Amendment No. 97 dated March 21. 1997.

If there are changes to other previously agreed to and docketed commitments outside the quality assurance program description, you are obligated to revise these documents in accordance with the governing change control process and j)
