On May 25,1997 the NRC completed an inspection at your FitzPatrick Power Plant. The

enclosed report presents the results of that inspection.

During the 6-week period covered by this inspection period, your conduct of activities at

j

the plant were generally characterized by safe plant operation.

i

An NRC team inspection was conducted to evaluate your corrective action program.

Overail, your problem identification and corrective action program was considered to be

j

good. The Plant Operation and Safety Review Committees provided an appropriate level of

oversight and Quality Assurance audits were considered to be a strength. Self-

l

.

identification of problems by front-line personnel seemed to be increasing. Weaknesses

'

'

were identified in the review and documentation for extent of condition and in the response

i

to repetitive problems. In particular, corrective actions for previous findings related to

j

radiological control barriers and radiation worker practices have not been effective.

Based on the results of this inspection, a violation of NRC requirements occurred. The

!

violation concerned the failure of radiation workers to follow radiation protection

i

requirements. You are required to respond to this letter and should follow the instructions

specified in the enclosed Notice of Violation (Notice) when preparing your response, in

j

your response, you should document the specific actions taken and any additional actions

i

i

you plan to prevent recurrence. Your response may reference previous docketed

correspondence if the correspondence adequately addresses the required response. Please

!

include as a part of your response those corrective actions you intend to take to

i

understand the broader implications of these violations. After reviewing your response to

this Notice, including your proposed corrective actions and the results of future

'

l

inspections, the NRC will determine whether further NRC enforcement action is necessary

!

to ensure compliance with NRC regulatory requirements. To the extent possible, your

'

j

response should not include any personal privacy, proprietary, or safeguards information

so that it can be placed in the PDR without redaction.
