Gentlemen:

This refers to the inspection conducted by L. A. Yandell of this office during

the period July 1-August 31,1985,'of activities authorized by NRC Operating

License DPR-40 for Fort Calhoun Station, and to the discussion of our findings

with a member of your staff at the conclusion of the inspection.

Areas examined during the inspection included licensee action on previous

inspection findings, operational safety verification, preparation for

}

refueling, surveillance testing, maintenance activities, Technical

i

Specification implementation, and followup of IE Bulletins. Within these

,

.

areas, the inspection consisted of selective examination of procedures and

j

representative records, interviews with personnel, and observations by the

'

t

inspector. These findings are documented in the enclosed inspection report.

!

During this inspection, it was found that certain of your activities were in

violation of NRC requirements. One of these violations, identified in

i

paragraph 2.a. Notice of Violation transmitted to you by the NRC Letter of

August 12, 1985, from E. H. Johnson, Chief, Reactor Projects Branch.

Consequently, you are required to respond to these violations, in writing, in

accordance with the provisions of Section 2.201 of the NRC's " Rules of

Practice," Part 2, Title 10, Code of Federal Regulations.

Your response should

be based on the specifics contained in the Notice of Violation enclosed with

this letter and our letter of August 2,1985.

The response directed by this letter and the accompanying Notices are not
