COMPLETION REPORT FOR SLICK ROCK, COLORADO, VICINITY PROPERTY SR-006

Dear Mr. Rael:

The U.S. Nuclear Regulatory Commission staff has completed its review of the U.S. Department of Energy's (D0E's) Vicinity Property Completion Report (CR) for SR-006, submitted February 11, 1997. NRC concurrence on this CR is required because DOE applied supplemental standards in the Radiological Engineering Assessment (REA) approved by NRC on November 4, 1996.

The recommended remedial action option selected by DOE at VP SR-006 was for remediation of only the portion of the property located on the east side of the river. DOE proposed application of supplemental standards for the rest of VP SR-006 based on criteria b (remediation would cause excessive environmental harm) and c (remediation cost is unreasonably high relative the benefits) of 40 CFR 192.21.

For the remediated portion of VP SR-006, none of the verification soil samples recorded exceed the U.S. Environmental Protection Agency (EPA) standards for Ra-226 in soil; therefore, the NRC staff concludes that exterior contamination at SR-006 has been appropriately reduced (no structures are on the property).

The NRC staff concludes that the remedial action complies with the approved REA and with the EPA supplemental standards regulations.

Therefore, based on the information provided by DOE, the NRC staff concurs that remediation of Vicinity Property SR-006 was completed in accordance with the EPA standards.

The NRC Review Form for Supplemental Certification of Vicinity Properties, containing NRC concurrence, is enclosed.
