Gentlemen:

This refers to the inspection conducted by Mr. T. F. Westerman and other members

of the Region IV Comanche Peak Group during the period January 1 through

March 14, 1986, of activities covered by NRC Construction Permits CPPR-126 and

CPPR-127 for the Comanche Peak Steam Electric Station, Units 1 and 2.

Areas examined during the inspection included procurement and installation /

modification practices associated with electrical penetration assemblies

furnished by Bunker Ramo Corporation. Within these areas, the inspection

consisted of selective examination of procedures and representative records,

interviews with personnel, and observations by.the inspectors. These findings

are documented in the enclosed inspection report.

During this inspection, it was found that certain of your activities appeared to

be in violation of NRC requirements and one activity appeared to deviate from

commitments made to the NRC. The results of the inspection are documented in

the enclosed inspection report. As discussed in our telephone conversation of

March 25, 1986, with Mr. Barker of your staff, we have scheduled an enforcement

conference in our office at 10:00 a.m. on April 3,1986, to discuss your

understanding of these apparent violations and deviation, the reasons for

occurrence, and your corrective actions if appropriate.
