vulnerability of microchips in electronic devices subject to regulation by your agency, in use by your agency, or that might be purchased by your agency?

The Nuclear Regulatory Commission's recently completed inventory of automated systems, which is'being assessed for Year 2000 vulnerabilities, includes '

i telephone, elevator control, building access, fire alarm, and other electronic devices containing embedded microchips. We have also encouraged our licensees i to consider Year 2000 problems in all devices, including security control and radiation monitoring equipment. To facilitate the exchange'of information ,

among licensees, NRC, and the public, information related to the Year 2000 4

problem is posted on NRC's World Wide Web server. In addition to the I information prelented on NRC's homepage, an Internet list server has been  !

established to encourage discussion of Year 2000 issues.

LUESTION 1. (continued) To assure Year 2000 compliance of products and devices purchased by the NRC, i we are adopting the Septimber 11, 1996, recommended Year 2000 contract language developed for t, e Chief Information Officer Council Subcommittee on the Year 2000. The recommended language has also been adopted in the l January 2,1997, interim Federal Acquisition Regulation on~ Year 2000.

i A copy.of the Nuclear Regulatory Commissiun's Year 2000 Action Plan is provided as Exhibit 1. The NRC Action Plan generally follows Office of

! Management and Budget (OMB) milestones for completion of various Year 2000

! activities. For commercial products, which include microchips in electronic 1

3 devices, the agency will question and monitor vendor progress rather than i

j correct and test. software, as described by OMB.

ANSWER. .

On December 24, 1996, the NRC issued Information Notice 96-70 to all ,

licensees, Agreement States, and a number of industry organizations regarding

, the Year 2000 problem and its effect on systems and devices. A copy of that l Information Notice is provided as Exhibit 2.

! The U.S. Nucisar Regulatory Commission (NRC) is issuing this informabon notice to alert

addressees to the potential problems their computer systems and software may encounter as a result of the change to the new century. It is expected that recpents will review the
information for applicability to ttiair facilities and consider schons, as appropriate, to avoid i potential problems. However, suggestions contained in this information nobce are not NRC l requirements; therefore, no specific action nor wntten response is required.

I Descnobon of Circumstances -

i l Earker this year, the U.S. House of Representatives held hearings on an issue known as the l " Year 2000" software problem. These hearings identified that some of the most important j computer software used by the Federal govemment may not work conectly starting in the

! year 2000, because the software can only use single years or decades in performing l calculatens: it will not be able to recognize a change to the new century. Many computer

systems will potentially fail to recognize this change to a new century and will misread 'V0" or
the year 2000, as igDO, and thus may cause the system to fail or generate faulty data. The

! NRC, along with several other Federal agencies, is cunently examining computer software i used to support A0ency functions that may be aNocted Specific problems have already been

identified and will be conected. In some instances whors future dates are used to schedule i aceons, probioms have already occuned - well before the end of the century.

Discussion The Year 2000 issue affects everyone. It wiu have an impact on State and local

! govemments, NRC licensees, and businesses. The magnitude of the Year 2000 issue poses i a challenge to su those potentially affected Dates are involved in many facets of computer j systems and software. Nolther industry nor the Federal govemment has yet identified the j scope of the situsten. I 1

k j This issue may affect NRC licensees in many different ways. For example, computer j software used to calculate dose or to account for radioactive decay may not recognize the

tum of the century, which could lead to incorrectly calculated doses or exposure times for
treatment planning. Other examples of software that may be affected ir.clude security
control, radiaten mon!tonng, technical specsfication surveillance testeg, and accumulated
bum up programs. Also, equipment that licensees have purchased may contain computer j software susceptible to the Year 2000 problam. The problem could occur not only in
computer software or data that have been acquired from extemal sources, but also in j programs developed by licensees or consultants. For many bconsees, this issue may not
prove to be a significant health and safety concem. However, to prevent any other potential probioms this issue may precipitate, licensees are encouraged to examine their uses of j computer systems and software woM before the tum of the century. In assessing computer i software, licensees may want to consider reviewing those programs that are used to meet i licensing requirements or those that have safety significance.
