.During its 437th meeting, December 5-7, 1996, the Advisory i

Committee on Reactor Safeguards (ACRS) discussed several matters

and completed the following letters.

j 1. Proposed Standard Review Plan Sections and Reaulatory Guides j Associated with Risk-Informed. Performance-Based Reculation The Committee held discussions with representatives of the NRC staff regarding policy and technical matters related to the development of Standard Review Plan sections and Regulatory Guides for risk-informed, performance-based regulation.

The '

ACRS Subcommittee on Probabilistic Risk Assessment met with representatives of the NRC staff and of the industry on October 31, November 1, 21, and 22, 1996, regarding these matters.

Conclusion The Committee plans to continue its review of these matters during future meetings.

. 2. NRC Research Procram on Instrumentation and Control Systems

'The Committee was briefed by representatives of the Office of Nuclear Regulatory Research (RES) regarding the research program on advanced Instrumentation and Control (IEC) systems.

The goals of this Program include:

e to crovide regulatory guidance and a technical basis I related to computer-based I&C systems, including software quality, hardware qualification, and human-system interactions; e to ascess and develop methods for safety evaluations; and e to stimulate and collaborate in international research.

The Committee questioned the lack of a coordinated strategic plan for the I&C research program that should, among other things, take into account related ongoing activities in the Office of Nuclear Reactor Regulation (NRR), the nuclear )

industry, and universities.

j Conclusion The Committee plans to continue its review of this matter during the discussion of the National Academy of Scienc-es/ National Research Council Phase 2 study report on the use of digital I&C systems at a future meeting. j

3. Plant Acina Research Program The Committee heard presentations by and held discussions with  !

representatives of the NRC staff regarding the ongoing and proposed research activities associated with plant aging.

Representatives of RES presented a summary of the ongoing research activities in the areas of reactor pressure vessel integrity, embrittlement, environmentally assisted cracking, nondestructive examination, steam generator tube integrity, i environmental qualification of electric cables, and degrada-  !

tion of mechanical components. j Conclusion This briefing was for information only. No Committee action was required.

4. Human Performance Procram Plan The Committee heard presentations by and held discussions with representatives of the NRC staff regarding several issues related to the Human Performance Program Plan and associated

matters, including
development of the Human Performance f Program Plan; use of risk in setting priorities; adequacy of

( the staff responses to the questions provided to the staff after'the September 20, 1996, ACRS Subcommittee meeting on Human Factors; the Office of Nuclear Material Safety and i Safeguards (NMSS) human fsctors program; adoption by the staff of human performance standards; importance of simulator i fidelity to operator training; and the human performance event i

database maintained by the Office for Analysis and Evaluation

j The Committee issued a letter to the Executive Director for I

Operations dated December 30, 1996, regarding the adequacy of.

the staff responses to the ACRS questions associated with the

! Human Performance Program Plan. The Committee plans to j continue its discussion of a proposed report regarding the i Human Performance Program Plan during the February 5-8, 1997, l ACRS meeting.

5. Meetina with the NRC Commissioners

The ACRS met with the NRC Commissioners on December 6, 1996,

and' discussed the following topics:

e Use of RuleNet in the Regulatory Process

6. NRC Emercency Resoonse Procram Representatives of AEOD briefed the Committee regarding the changes made to the NRC Emergency Response Program and the activities associated with the Operations Center. The AEOD staff outlined the response roles for the licensees, the States, and the NRC as follows:

e The licensee has the primary continuing responsibility for limiting the consequences of an accident and for

e The State and local authorities have the ultimate responsibility for entsuring the protection of the public l from the offsite consequences of an accident.

e During an accident, the NRC takes the lead in coordinat-ing Federal technical oversight and support. 3 During 1995, AEOD conducted an aggressive State Outreach Program designed to increase and improve NRC's interaction with States during events and exercises. The program also includes scheduling more frequent exercises with full partici-pation by State and local authorities, consistent with the goal to conduct an exercise wit.h each State on a three-year cycle.

Conclusion This briefing was for information only. No Committee action was required.

RECONCILIATION OF ACRS COMMENTS AND RECOMMENDATIONS

  • The Committee discussed the response from the NRC Executive '

Director for Operations (EDO) dated November 12, 1996, responding to ACRS comments and recommendations included in  ;

the ACRS report dated October 21, 1996, concerning the '

Thermal-Hydraulics Research Plan.

The Committee decided that it was satisfied with the EDO's response, o The Committee discussed the response from the EDO dated November 20, 1996, responding to ACRS comments and recommenda-tions included in the ACRS report dated October 22, 1996, concerning the capability of the SCDAP/RELAP code to predict ,

temperatures and flows in steam generators under severe l accident conditions. l In order to 6termine the acceptability of the EDO response, the Committee requested copies of the sensitivity analysis of the thermal-hydraulic code, which was described in the EDO response. The Committee noted that the EDO response did not address the uncertainties of the models used for fission product deposition and transportation.

. OTHER BRTATED ACTIVITIES OF THE COMMITTEE During the period from November 7 through December 5, 1996, the following Subcommittee meetings were held:  !

e Probabilistic Risk Assessment - November 2.L-22, 1996 The Subcommittee on Probabilistic Risk Assessment heard presentations by and held discussions with representatives of the NRC staff and of the industry regarding the staff's approach to codifying risk-informed, performance-based regula-tion through the development of Standard Review Plan sections and associated regulatory guides.

e Human Factors - December 3, 1996 The Subcommittee on Human Factors met with the NRC staff to review AEOD and NMSS activities asso'ciated with the NRC Human Performance Program Plan, and also to discuss staff responses to the questions provided to the staff subsequent to the September 20, 1996 Human Factors Subcommittee meeting.

e Plannina and Procedures - December 4, 1996 The Planning and Procedures Subcommittee discussed proposed )

ACRS activities, practices, and procedures for conducting ]

Committee business and organizational and personnel matters-  ;

relating to ACRS and its staff.

e Westinahouse Standard Plant Desions - December 4, 1996 l The Subcommittee reviewed Chapters 2, 4, 5, 9, and 11 of the Westinghouse Standard Safety Analysis Report related to the I.2600 design and the associated NRC Draft Safety Evaluation ,

Report. l LIST OF FOLLOW-UP MATTERS FOR THE EXECUTIVE DIRECTOR FOR OPERATIONS l e In its December 30, 1996, letter to the EDO, the Committee requested that the staff provide written responses to ques-tions 1, 2, 3, and 11 related to the Human Performance Program Plan that were included in the list of questions sent to the staff on September 27, 1996.

e The Committee questioned the lack of a coordinated strategic plan for the instrumentation and control systems research that i should, among other things, take into account related ongoing activities in NRR, the nuclear industry, and universities.
