Dear Chairman Jackson:
I am writing in reference to the discovery while the facility was shutdown for refueling of vertical cracks in the welds of the core shroud at Niagara Mohawk Power Corporation's Nine Mile Point One reactor in Scriba, New York. It is my understanding a public forum is scheduled for Monday, April 14* at the Joint News Center adjacent to the Oswego County Airport in Fulton, New York, to enable residents to observe technical discussions between Niagara Mohawk and the NRC regarding this matter, as well as permit interested citizens to comment upon it.
I have been contacted by several Oswego County resiaents, including a County I
legislator, expressing concems that these cracks render the facility unsafe. In addition, they have expressed reservations with Niagara Mohawk being allowed to perform the evaluation of the inspection data regarding the safety of the shroud.
I would appreciate having your personal assurance that any decision to restart Nine Mile One will not be made until there is absolutely no question the facility is safe to operate.
In addition, I would also appreciate being advised of why an independent entity was not brought in to perform the evaluation of the data rather than allowing the company which owns it to perform the task.
