By Reference (a), we notified you of our expectations to submit our Cor. trol Room thyroid dose analysis by July 31,1996. A one-year extension of the proposed submittal date was requested in Reference (b), and approved in Reference (c).
As noted in Reference (b), one of the more significant assumptions currently being pursued in our Control Room thyroid dose analysis is the application of the timing aspects of the revised accident source terms of NUREG-1465. The methodology and licensing implications associated with the adoption of the revised accident source terms are the subject of an initiative being pursued by the ind istry and the Nuclear Energy Institute. Baltimore Gas and Electric Company is not officially participating in this industry initiative, although we have been following the developments of the initiative, and are basing our analysis on the generic methodology being developed through the initiative. Nuclear Regulatory Commission staff has requested that non-participating licensees not submit analyses using the new source terms until the pilot plant submittals have been approved, and the staff has issued guidance on the use of the new source terms.
In accordance with NRC staff direction, we do not plan to submit this analysis for approva' until after the

pilot plant submittals have been approved.
g7 As completion of the review of the pilot plant submittals is not expected before n;id-1998, we propose extending our commitment to submit the thyroid dose analysis to December 31,1998. In the meantime, the interim engineering analysis for thyroid dose, submitted in Reference (d), and approved in Reference (e),
will continue to provide assurance that our Control Room operators are adequately protected against f d )<J) significant iodine uptake following a loss-of-coolant accident.
