In Reference (a), we notined you of our expectations to submit our Control Room thyroid dose analysis by July 31,1996. As discussed in that letter, this time frame was chosen to allow coordination of the Individual Plant Examination of External Events (IPEEE) submittal, so that the IPEEE results could be considered in the Gnal system design configuration, thereby ensuring that the most effective system con 0guration would result. Our proposed submittal date was acknowledged in Reference (b), in which you approved our interim engineering analysis for thyroid dose, submitted in Reference (c).

' ' Page 2 Room thyroid dose analysis is the application of the timing aspects of the revised accident source term of NUREG-1465. Although Baltimore' Gas and Electric Company is not officially participating in the industry initiative to implement the revised accident source term, we have been following the developments of this initiative, and are basing our calculation on the generic methodology being developed through the initiative.

To ensure a consistent application of the revised source term, the NRC Staff has requested that no such submittals be made by non participating plants until after the pilot plant submittals have been approved.

As the NRC has not yet approved either the generic framework document for applying the revised radiological source terms, nor any of the submittals by the pilot plants participating in this initiative, we -

propose extending our commitment to submit the thyroid dose analysis until July 31, 1997. This extension should allow sufficient time to finalize and review the analysis utilizing the revised source term, and to ensure any plant changes credited in that analysis are consistent with the IPEEE findings. In the meantime, the interim engineermg analysis for thyroid dose, submitted in Reference (c), and -

approved 'in Reference (b), will continue to provide assurance that our Control Room operators are adequately protected against significant iodine uptake following a loss-of-coolant accident.
