Gentlemen:

This is to acknowledge receipt and review of your letters of January 14 and March 11, 1986, which transmitted changes to the Callaway Plant Radiological Emergency Response Plan (RERP), Revision 9. In addition, a conference call was conducted on February 7,1986, between Mr. M. A. Stiller, Manager, Nuclear Safety and Emergency Preparedness, and members of his staff with Mr. M. P. Phillips, Chief, Emergency Preparedness Section, and Mr. J. P. Patterson of my staff, to discuss proposed changes in the Callaway RERP.

We have now completed our review of the submitted changes and have determined that Revision 9, of your Callaway RERP, continues to meet the planning standards of 10 CFR 50.47(b) and the requirements of 10 CFR Part 50, Appendix E. Based on our review, we have concluded that this revision meets the requirements of 10 CFR 50.54(q) and does not decrease the effectiveness of the plan.

Be advised that 10 CFR 50.54(q) also requires prior NRC approval of any changes to your plan which may decrease the effectiveness of the plan. However, if your safety review assures no decrease in emergency preparedness effectiveness, then changes to the plan may be made and implemented without prior NRC approval. In all cases, you must furnish copies of each proposed change to the NRC in accordance with 10 CFR 50.54(q). Also, any changes to the Emergency Plan Implementing Procedures should be made in accordance with the requirements of 10 CFR Part 50, Appendix E, Section V.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter will be placed in the NRC's Public Docurrent Room.
