This acknowledges receipt of your letter dated June 14, 1985, in response to our letters to you dated April 2 and May 30, 1985, in regard to the Emergency Operations Facility (EOF) staffing issue.

The general concept of operation you propose appears to satisfactorily address the NRC concern over the timely staffing of the EOF.

Because of this, there will not be a need to meet in NRC Headquarters on July 9, 1985, to discuss your proposal. Therefore, you should proceed with the implementation of your proposed changes to be effective within 120 days of-the receipt of this letter in accordance with the commitment stated in your letter.

As you proceed with the revisions to your emergency plan and procedures and training of staff, you should give particular attention to the following considerations.

a.

Personnel selected for the Emergency Operations Facility Director (EOFD) position must be senior management staff delegated the necessary authority to manage your overall emergency response when the EOF is activated.

b.

Provisions for coordination and communication with functions reporting to the EOF instead of the Technical Support Center (TSC) after declaration of " Alert" must be designed to support the Emergency Coordinator responsibilities in the TSC until the EOFD assumes the decisionmaking role.

As part of your implementation schedule, you should provide for drills or an exercise of sufficient scope to demonstrate the effectiveness of your revised plan. -Please keep this office informed of the schedule for these activities so that we will have-the opportunity to observe your progress in operational implementationofyourrevisedplan)h a
