SOUTH TEXAS PROJECT, UNITS 1 AND 2 - GDC 4 EXEMPTION RE0 VEST This is in response to your letters dated July 17, 1984 (Serial No.

ST-HL-AE-1096) and September 28, 1983 (Serial No. ST-HL-AE-1010) on the subject of exemption from certain provisions of 10 CFR Part 50, Appendix A, GDC 4. The current NRC staff position on such requests is that permanent exemptions from the GDC-4 will not be considered. However, in view of the fact that the Commission is considering promulgation of a new rule on the subject, the staff is willing to entertain a schedular exemption request so that you would be permitted to delay action on the affected components for a period of two refueling outages or until final action on the rule. The staff position is reflected in the schedular _ exemptions granted recently to Catawba, Unit 2 and Shearon Harris.
