Gentlemen:

This refers to the routine safety inspection conducted by Mr. W. Snell and

Ms. M. Smith of this office on January 6-9, 1986, of activities at the Big Rock

Point Plant authorized by NRC Operating License No. OPR-6 and to the discussion

of our findings with Mr. D. Hoffman and others of your staff at the conclusion

of the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

No violations of NRC requirements were identified during the course of this

inspection.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the enclosed inspection report will be placed in the NRC

Public Document Room.

We will gladly discuss any questions you have concerning this inspection.

Emergency Preparedness Open Items

1. Demonstrate the capability to augment the onshift staff by meeting the

30 and 60 minute time periods specified in the Big Rock Point Site Area

Emergency Plan, and continue to demonstrate this capability on a

semi-annual basis. Open Item No. 50-155/85002-01(DRSS). (Section 3.b)

2. The title on the tabs that denote each individual procedure in the Big Rock

Point Plant Site Emergency Plan Implementing Procedures do not always

correspond to the procedure behind the tab. This led to confusion and

delays in using the procedures during Shift Supervisor walkthroughs. Open
