NOTICE OF VIOLATION Commonwealth Edison Company Docket No. 50-373 Docket No. 50-374 As a result of the inspection conducted on January 6-10, 1986, and in accordance with the " General Policy and Procedures for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the following violation was identified:

10 CFR 50.54(q) states that a licensee authorized to operate a nuclear power reactor shall follow and maintain in effect emergency plans which meet the standards of 10 CFR 50.47(b) and the requirements in 10 CFR 50, Appendix E.

Section 8.5 of Revision 5 to the Generating Stations Emergency Plan (GSEP) states that names and phone numbers of the emergency organization and support personnel shall be reviewed and updated at least quarterly. Table 1.1 of LaSalle Technical Specifications defines quarterly as at least once every 92 days.

Contrary to the above, the licensee failed to update emergency plan implementing procedure LZP 1320-1 (Augmentation of Plant Staffing), which included the names and telephone numbers of persons assigned to the onsite emergency organization, between the issuance of Revision 14 on May 4, 1985 and the issuance of Revision 15 on September 27, 1985. The elapsed time between the issuing of Revisions 14 and 15 to procedure LZP 1320-1 was 145 days.

Tnis is a Severity Level V violation (Supplement VIII).

The inspection showed that action had been taken to correct the identified violation and to prevent recurrence. Consequently, no reply to the violation is required and we have no further questions regarding this matter.
