Dear Mr. Hunger:
On May 8, 1997, PECO Energy Company (PECO) submitted for NRC review its third 10-year in service testing (IST) program.
The staff received its copy of the submittal from the NRC mailroom on May 29, 1997.
In the submittal, PECO requests NRC approval of the program by September 1,1997 in light of the fact l
that the second 10-year IST interval concludes on November 4,1997.
The amount of time allowed for NRC review based on PEC0's requested September 1, 1997 date is less than 4 months.
On May 23, 1997, PEC0 submitted License Change Application 96-02324 regardirig exclusion of main steam isolation valve leakage from local leak rate test i
totals.
In the submittal, PEC0 requested that the staff review and approve l
the license change by August 29, 1997, providing for a staff review time of approximately 3 months.
The staff observed that this issue was the subject of an exemption request that was discussed by the staff and PEC0 from 1976 to l
1991 without resolution.
l Although PEC0 has generally provided timely submittal of its licensing actions in the recent past, the two examples cannot be considered timely.
The staff l
will endeavor to meet the requested review date for the IST program.
PECO is l
requested to provide an adequate basis for the requested August 29, 1997 approval date for LCA 96-02324 or is requested to revise the date to allow for at least 6 months review time.
PECO is requested to generally allow 6 EC FILE CEMER COPY
