Gentlemen:

Subject: Inspection No. 50-29/86-02

This transmits the January 7 - February 14, 1986 resident inspection findings by

Mr. H. Eichenholz of this office at the Yankee Nuclear Power. Station, Rowe, Massa-

chusetts. Those findings were based on observation of activities, interviews, in-

dependent measurements, and documents review, and have been discussed with Mr.

N. St. Laurent of your staff.

Based upon the results of this inspection, it appears th'at one of your activities

was not conducted in full compliance with NRC requirements, as set forth in the

Notice of Violation, enclosed herewith as Appendix A. This violation has been cate-

gorized by severity level in accordance with the revised NRC Enforcement Policy

(10 CFR 2, Appendix C), published in the Federal Register on March 8, 1984 (FR

8583). You are required to respond to this letter and in preparing your response,

you should follow the instructions in Appendix A.

The noted violation deals with failure to establish a written procedure in suffi-

cient detail to ensure proper performance of an operability' check of the Steam

Generator Blowdown Monitors. This is similar to a violation identified in Inspec-

tion Report 50-29/85-07 which dealt with establishment of.quali.tative assessments

related to operability of equipment. Licensee attention is warranted in reviewing

current practices to ensure further deficiencies do not exist in this area.
