REQUEST FOR WITHHOLDING INFORMATION FROM PUBLIC DISCLOSURE (MONTICELLO NUCLEAR GENERATING PLANT) (TAC NO. M97487) i

Dear Mr. Anderson:

1 By Northern States Power Company's (NSP's) application dated April 23, 1997, and General Electric Com)any's (GE's) affidavit dated April 23, 1997, executed by Ralph J. Reda. NSP su)mitted a supalement to its license amendment request of November 25, 1996, and requested tlat the attachment to Exhibit B

(" Additional Information Regarding the 1.08 Cycle Specific SLMCPR [ safety limit minimum critical power ratio] for Monticello Cycle 18") be withheld from public disclosure pursuant to 10 CFR 2.790.

Your application did not include a nonproprietary version of this document, and we request that a nonproprietary version be submitted to NRC, within 90 days of the date of this letter, for release to the NRC Public Document Room.

GE stated that the submitted information should be considered exempt from mandatory public disclosure for the following reasons:

The information discloses a process, method, or apparatus, including supporting data ard analyses, where prevention of its use by GE's j

competitors without license from GE constitutes a competitive economic advantage over other companies.

2.

The information, if used by a competitor, would reduce his expenditure of resources or improve his competitive position in the design, manufacture, shipment, installation, assurance of quality, or licensing of a similar product.

3.

The information contains details of GE's safety limit MCPR analysis and the corresponding results which GE has applied to Monticello's actual core design with GE's Gell fuel. The development of the methods used in these analyses, along with the testing, development and approval of the supporting critical power correlation was achieved at a significant cost, on the order of several millions of dollars, to GE.

We have reviewed your application and the material in accordance with the

/g requirements of 10 CFR 2.790 and, on the basis of your statements, have

determined that the submitted information sought to be withheld contains proprietary commercial information.
