Dear Ms. Varricchio and Mr. Devine:
This is the final response to your letter dated February 6, 1985, in which you requested, pursuant to the Freedom of Information Act (F0IA), six categories of documents regarding the Wolf Creek Generating Station STN-50-482.
The released portions of the records identified on the enclosed Appendices R and S are being placed in the NRC Public Document Room in PDR file F0IA 85-101 under your names.
Portions of the records identified on Appendices R and S are being denied for reasons noted below. The applicable FOIA exemptions are noted on the appendices.
Information withheld pursuant to Exemptions (6) had (7)(C) consists of names and identifying details the disclosure of which would constitute a clearly unwarranted invasion of personal privacy. This information is being withheld from public disclosure pursuant to Exemptions (6) and (7)(C) of the F0IA (5 U.S.C. 552(b)(6) and (7)(C)) and 10 CFR 9.5(a)(6) and (7)(iii) of the Commission's regulations.
Information being withheld pursuant to Exemption (7)(D)~ consists of the names and personal identifiers of confidential sources ano other certain information which can lead to the identities of the confidential sources. This information is being withheld from public disclosure pursuant to Exemption (7)(D) of the F0IA (5 U.S.C. 552(b)(7)(D)) and 10 CFR 9.5(a)(7)(iv) of the Comission's regulations.
Pursuant to 10 CFR 9.9 and 9.15 of the Commission's regulations, it has been determined that the information withheld is exempt from production or disclosure, and that-its production or disclosure is contrary to the public interest. The persons responsible for the denial of portions of document numbers one and four identified on Appendix R are the undersigned and Mr. James S. Keppler, Regional Administrator, Region III. The denials by Messrs. Keppler and Martin and myself may be appealed to the Executive Director for Operations within 30 days from the receipt of this

letter. Any such appeal must be in writing, addressed to the Executive Director for Operations, U.S. Nuclear Regulatory Commission, Washington, DC 20555, and should clearly state on the envelope and in the letter that it is an " Appeal from an Initial F0IA Decision." The denial by Mr. Hayes may be appealed within 30 days to the Secretary of the Commission and should be addressed to the Secretary of the Commission.
This completes NRC's action on your request.
