2.4.3 Deviation

2.4.4 Engineering change Requests A document used to forward engineering, design, or technical informa-tion between engineering organizations for the purposes of initiating

e 2.5 EDC3errATICN Design changes / deviations to specified engineering documents shall be documented by revisicri initiated by an Engineering Change Request (IER), a Design Changr Authorization (DCA), or a (baponent Modification Card (CNC). The respective forns and the application of each are further described below.

t' 3.0 P!OCEDURE ,

3.1 DCINEERDG CHAME PEQUESTS 3.1.1 General ICR's shall be used by CPPE to initiate design changes to be documented by document revision. In addition, design change proposals forwarded by other organizations mach as Westinghouse Field Change Notices (FCN's), TUXD Design Change Requests (TDCR's) and Gibbs te Hill Design / Engineering Change / Deviations (DE/CD's) nay be processed by ECR's.

Upon mnpletion by the originator,the ECR shall be forwarded as specified herein for drawing incorporation, 7 f:1, .u u o ign verification as required.. -

. The ECR shall be used by CPP Mechanical or I6C Ehgineering as a basis for revising the engineering document used in the certification process. The zwised domanent shall be reviewed to determine if stress re-analysis is required. If stress re-analysis is required, the twiewing organization shall coordinate the analysis and initiate pipe support design activities as required. After re-analysis, or if no tv-enalysis is required, the zwised &cument shall be forwarded to TNE for the a:mpletion of design control activities and return. The above activies shall be accomplished in accordance with the engineerirg procedure / instructions established to contgal the design and design change 1xogram.

Revised engineerirg documents shall be entered into the ocement control rogram.

In the event the design verification activities indicate the change / deviation is unacceptable, the reviewing agency shall retify the originating organizaticn who may, en the area in question, place a "Ebid" or rescind aM reissue the change /

FCR PIPDG ONLY MC INrDIRAL HAtGER ATDOMENTS - If, af ter the original issue of BRP drawing, a weld has to be renoved and rtwelded, the weld neber will be changed to indicate same by adding an "A" for the first removal, "B" for the second renoval, etc. to the wid rumbers, e.g., for the weld 6, the first removal / reweld is 6A, ard if 6A requires rework, the second removal / reweld is 6B.
4. FOR PIPING WLY - When stainless steel materials are re-used ard the heat affected. zone not removed, the new weld r*=her will include the next -!

sequential letter of the item with the highest rasnerical weld rummer. '

Fue example, if the pipe between welds 7A and 8C is deleted, and the  ;

remaining parts welded together, the new weld rumber will be 8D, not 7B. In the situation where weld 6A is cut ard a pup installed between the two pieces, the new welds will be raabered 6B and 6A-1.

5. PIPDG CNLY - If, aftar the original issue of the BRP drawing, an added weld is required which is not a reweld of an existing weld, the new weld will be keyed to the lower of the tw) numbered welds ard suffixed by "-1" for the first wld, "-2" for the second weld, etc., if a weld is added between weld "3" ard "4", the new weld will be "3-1".
6. FOR C2PONENT SUPPCRTS - For material item danges, a new item runter shall be assigned to the replacement piece.
g. Section 6- Provide a sketch irdicating the new arr,angement when necessary for clarification. When nere than one.OC affects a drawing,. care shall be" taken to avoid conflicts between the OiC's. Itis block should. include specifications of itens added that are not listed on the affected drawing.

It should also .show new weld locations, and all required working foint I

dimensions (cut lengths for piping ard hangers are not required).

h. Section 7 - Originator - Enter the name of the individual preparing the -

modification (for piping changes, foreman requesting the change should be entered).

i. Section 8 - Approved By - Approval shall be cbtained in accordance with Section 3.2.2.
j. Section 9 - Distribution - If not predesignated, the Engineer / Technician preparing the O C shall enter the name of each agency requiring an

" Engineering and Office Use Only" copy and shall indicate the r==+=r of required copies ~for each. ~

2.2 SCOPE

2.3 RESPCtGIBILITY

The CPP Discipline Engineers shall te responsible for forwarding all field design enanges to the Design Change Tracking Group (DCIG).

'Ibe means for forwarding the design change shall be cbcumented in the established engineerire instructions.

'Ibe DCIG Superviser has been delegated the specific responsibility for:

a) controlling and inplementing the neasures described herein, b) maintaining the criteria provided by Gibbs & Hill /New York and

c) maintaining the adequate legging, tracking and status mechanisms to assure positive control and record of field design changes. . ..

CMC's requiring transmittal to G&H shall be forwarded to the DCM in accordance with established engineering instructions.

DCIG shall transmit to GEH and maintain design review status of OC's in the Field Design Change and Review Status Log.

F. Desian Chances Reviewed Prior to Issuance As directed by the Manager of Engineering, certain design changes may be design reviewed prior. to issuance. manges reviewed prior

- to issuance shall be forwarded directly to the GEH Site Design Review team by the originating discipline. Upon osapletion of the design review, the design change shall be forwarded to the DCIU for transmittal to DCC. Transmittal of czmpleted design changes to G&B New York shall be accomplished per Gibbs & Hill procedure.

Field design changes not addressed above shall be transmitted I to the Original Designer by DCM utilizing attachment #1 as i appropriate. -
