Gentlemen:
This refers to the inspection conducted by Messrs. D. D. Chamberlain and W. B.
Jones of this office during the period December 1 through 31, 1985, of
activities authorized by NRC Operating License NPF-47 for River Bend Station,
and to the discussion of our findings with you and other members of your staff
at the conclusion of the inspection.
Areas examined during this inspection period included licensee event report
review, startup test procedure review, startup test witness, startup test
program quality assurance review, operational safety verification, and site
tours. Within these areas, the inspection consisted of selective examinations
of procedures and representative records, interviews with personnel, and
observations by the inspectors. These findings are documented in the enclosed
report.
During this inspection, it was found that certain of your activities were in
violation of NRC requirements. Consequently, you are required to respond to
these violations, in writing, in accordance with the provisions of Section-
2.201 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal
Regulations. Your response should be based on the specifics contained in the
Notice of Violation enclosed with this letter.
Also during this inspection it was found that certain of your activities
appeared to deviate from commitments made to the NRC. This item and reference
to the comitment is identified in the enclosed Notice of Deviation. Corrective
actions taken in response to this deviation are documented in paragraph 3 of
this inspection report (458/85-81) and this deviation is closed with no further
response from Gulf States Utilities required.

subject to the clearance procedures of the Office of Management and Budget as
required.by the Paperwork Reduction Act of 1980, PL 96-511.
