DRAFT RESPONSE TO NUREG 0737/REQUALIFICATION JUSTIFICATION
REFERENCE:
PSC Letter, Warembourg to Collins, Dated 01/02/81 (P-81002)
Dear Mr. Berkow:
In response to the requirements of NUREG 0737 and 0660, a revision to the Fort St. Vrain, Unit No. 1, Licensed Operator Requalification Program was submitted to your office for approval.
The submittal, P-81002, Section 9, specified that all instructors who teach systems, integrated responses and transients will have a Senior Reactor Operator License and will be enrolled in the Fort St. Vrain Licensed Operator Requalification Program.
We have been in compliance with this commitment up to the current requal year. Due to attrition and promotions of training personnel, the Fort St.
Vrain Training i
Department currently does not have sufficient Senior Reactor Operator Licensed training instructors permanently assigned to the training staff to comply with the commitment of the referenced letter.

. The 1985-1986 Licensed Operator Requalification Training Program is currently being conducted by the Fort St. Vrain Training Department.
In order to comply with the requirements of NUREG 0737, Item I.A.2.3, we are requesting a waiver of the commitment outlined in the referenced letter.
The 1985-1986 Licensed Operator Requalification Training Program is being conducted using the following constraints to provide compliance with NUREG 0737, Item I.A.2.3:
a.
All lesson plans used in the requalification program are reviewed and approved by a Senior Reactor Operator licensed instructor in accordance with the Training Department Training Management Procedures. Technical content of the lesson plans is verified during a technical review of the lesson plans prior to implementation of the training.
b.
Certain classes taught in the requalification program are instructed only by a Senior Reactor Operator licensed instructor.
This instructor is enrolled in the current requalification program.
c.
Some classes in the requalification program are instructed by Reactor Operator licensed instructors under the supervision of a
Senior Reactor Operator licensed instructor. The Reactor Operator licensed instructors are enrolled in the current requalification program.
d.
The remainder of the requalification classes are given by guest lecturers permanently assigned to the training staff.
The guest lecturers conduct classes only in the areas of their specialty.
A summary of the training personnel currently assigned to the implementation of the requalification program, and a schedule of requalification courses presented, is attached for your review.

. PSC has determined that the use of experienced Reactor Operator qualified Training Instructors and technically competent guest j
lecturers, under the supervision of a Senior Reactor Operator licensed individual, meets the requirements of NUREG 0737, Item I.A.2.3.,
for the conduct of the 1985-1986 Requalification Program.
The Reactor Operator licensed training
. instructors presently assigned to the Fort St. Vrain Training Department are scheduled to attend Senior Reactor Operator Licensing training from March, 1986 to October, 1986. As a result, PSC expects to be in full compliance with the instructor qualification requirements of the referenced letter by November, 1986.
