SAFETY EVALUATION REPORT LASALLE COUNTY STATION, UNITS 1 AND 2 DOCKET NOS. 50-373 & 50-374

Background===
License Condition 2.C.(12).(a) of the LaSalle, Unit 2, Operating License states the following:
"The controls and monitoring instrumentation shall be removed from the engine and engine skid, except instruments qualified for this location. The non-qualified control and monitoring instruments shall be installed on a free standing floor mounted panel in such a manner (including the use of vibration isolation mounts if necessary) that any induced vibrations will not result in cyclic fatigue failure for the expected life of the instrument.

Evaluation By letter dated December 4,1985, the licensee. Comonwealth Edison.-submitted the results of a test program which was used to qualify the engine mounted controls and monitoring instrumentation. The program involved measuring the vibration that resulted from Diesel Generator (DG) Operation, and then using these results to age the controls and monitoring instrumentation in a labora-tory for an expected 40-year lifetime of the plant (11,500 hours0.00579 days <br />0.139 hours <br />8.267196e-4 weeks <br />1.9025e-4 months <br /> maximum of DG operation). The test program showed that all equipment, controls and monitoring instrumentation, except for two GE control switches on each engine, are cuali-fied for their location, or their failure would not degrade any. safety related equipment or DG operation. The non-qualified GE control switches wil,1 be removed from the system or relocated to one of the local DG floor mounted control panels.
This will be completed prior to startup following the first refueling outage on each unit.

Conclusion The staff has evaluated the test program, the results, and the conmitment for the non-qualified GE control switches and finds them acceptable. Therefore, License Condition 2.C.(21)(c) for Unit 1 and License Condition 2.C.(12)(a) for e.aine and Unit 2 will be satisfied when the GE switches are removed from the r
relocated to one of the local DG floor mounted control panels.
