Dear Mr. Opeka:
This letter responds to your letter to me dated November 22, 1985, regarding scheduling of operator licensing examinations at the Millstone Nuclear Power Station, Unit 3.
In that letter you requested that we conduct a third set of cold licensing examinations at Millstone Unit 3 in February, 1986.
The justification for this request was that additional licenses were necessary to support a six shift rotation during the startup testing phase of plant operation.
As you are undoubtedly aware, licensing examinations are scheduled at least six to nine mor.ths in advance in order to allow effective utilization of NRC and utility resources.
Occasionally unforeseen circumstances necessitate adjust-ments to the schedule.
We recognize the impact this may have on staffing, training and resource utilization.
In the case of Millstone Unit 3, we have adjusted the schedule of NRC and con-tractor personnel to be able to conduct operator licensing examinations during the week of March 31, 1986. Although this does not meet the schedule which you requested, we have done everything within our capabilities to meet your needs, short of cancelling examinations at other utilities.
It should be noted that, at present, Millstone 3 has 31 licensed R0's and SR0's.
We have been informed by your staff that 21 of those licensed personnel are standing active shift duties.
The other 10 licensed personnel are providing support in operations, training and engineering staff duties. You may wish to censider assigning these licensed individuals to interim on-shift duties until the next licenses are issued. This would have the added benefit of providing direct operational experience for these support personnel.
Members of my staff will be in contact with your training staff to make detail-ed arrangements for the examinations discussed above.
