Dear Mr. Taylor:

On May 3,1997, the NRC completed an inspection at your V. C. Summer reactor
i
facility. The enclosed report presents the results of that inspection.
,

During the 6 week period covered by this inspection period, your conduct of

activities at the V. C. Summer facility was generally characterized by safety
j
conscious operations and work practices and conservative decision making
-
!
i
involving plant restart. We are concerned, however, about the violations of
i
NRC requirements that were identified. The first violation was a repeat
i
violation for a failure to follow procedural requirements for the control of
reactor building pressure. The second violation involved a failure to
establish appropriate procedures for control of steam generator level and for
,
operator response to a turbine trip on a high steam generator level.
These violations are cited in the enclosed Notice of Violation (Notice), and
the circumstances surrounding the violations are described in detail in the

enclosed report.
Please note that you are required to respond to this letter
i
and should follow the instructions specified in the enclosed Notice when
4
preparing your response. The NRC will use your response, in part, to
determine whether further enforcement action is necessary to ensure compliance
j
with regulatory requirements.

Repetitive violations are addressed in the NRC's " General Statement of Policy
and Procedures for NRC Enforcement Actions " (Enforcement Policy). NUREG 1600.

Section IV.B. The Enforcement Policy allows the severity level of a violation
to be increased if the violation can be considered repetitive.
For exam)1e, a
Severity Level IV violation could be increased to Severity Level III wit 1 the
attending escalated enforcement action. However, in this case, we have
- decided not to increase the severity level of this violation based on the low
l
safety significance of this event and the performance of the staff once the
problem was identified.
